The Other-to-Residential toolkit provides an actionable guide to envisioning the reuse and conversion of underutilized sites in the SCAG region, that fall within the retail commercial. The toolkit helps identify opportunities and barriers for conversion of sites to housing, offers best practices and implementable actions, and provides a step-by-step process for cities and agencies to facilitate more housing in the SCAG region.
The Toolkit was created in partnership with students from the USC Sol Price School of Public Policy, who assisted in creating the Site Design Lookbook and examples.
